William Elmer Stice, Jr.

William “Bill” Elmer Stice, Jr., 73, of Keokuk, passed away peacefully Wednesday, November 4, 2026 at his daughter's home, surrounded by his family and holding his daughter's hand.

He was born March 8, 1953, in Keokuk, the son of William Elmer, Sr. and Mabel Harriet Jeffery Stice.

Bill was employed by the City of Keokuk for 30 years, serving as a foreman in the Sewer Department before retiring in 2011.

Bill enjoyed watching football, especially cheering on the Green Bay Packers. He made daily trips to the river, where he spent many happy hours fishing. When his children were younger, he enjoyed taking them camping and making memories together. He also had a talent for making homemade wine, which earned him numerous awards at Baxter's Vineyards Wine Competitions. Over the years, he took great pride in tending his large garden and enjoyed spending time tinkering with various projects in his basement.

Bill was a hardworking man who took great pride in providing for his family. He was always there for anyone who needed him and was known for his joking nature and ability to make others laugh. He had a way of bringing smiles to those around him. Most of all he loved spending time with his family.

He is survived by his children, Victoria (Andrew) Osbon of Warsaw, Glenn Clark of Keokuk and Crystal (Bob) Collins of Keokuk; seven grandchildren, Ariana Brown (Dillon), Hunter Clark, Mallory Chaney, Andy Osbon, Olivia Osbon, Levi Osbon and Vanessa Osbon; and two great-granddaughter, Maisey Brown and June Brown.

He was preceded in death by his parents and siblings, Wallace Fogle, Mary Bennett, Virginia Winn and Gary Stice.

A celebration of life will be held at a later date.

The Vigen Memorial Home in Keokuk is assisting the family with arrangements.
