Virginia "Penny" Stebbings, 97 of Woodbury, MN, formerly of Keokuk, IA, passed away on March 13, 2017 . A memorial service will be held at 11 a.m., Friday at the Vigen Memorial Home in Keokuk. The family will meet with friends from 10:30 – 11 am Friday at the funeral home. Burial will be in the Keokuk National Cemetery.
